Our expertise in 504 loans gives us the ability to identify problems that could prevent the later closing of the SBA 504 loan. Our knowledge of title insurance rules makes us uniquely qualified to save the borrower hundreds and sometimes thousands of dollars in closing costs.

Because of our combined 50+ years of experience and thousands of SBA loan closings since 1981, we are able to guide our clients through the maze of ever-changing SBA rules and regulations.
Our purpose is to eliminate the uncertainty encountered by lenders new to SBA lending and to help well-established lenders experience ever-smoother loan closings.
We have developed and refined procedures that ensure that each of our loan packages is complete and virtually mistake free. Our goal is to legally protect your interests while making your customer's dreams come true.
Each deal is important to us, and we understand how extremely important each deal is to you and your customers. Consequently, we prioritize making each deal as quick, easy and effortless as possible for you and your customers. We prioritize customer service and good will, helping all parties involved in any way that we can.
We perform extensive post-closing follow-up on each of our SBA 504 loan closing packages, and complete each closing package thoroughly for our CDC clients. We provide complete quality assurance review packages to the SBA for QAR/Complete File Review, ensuring all trailing documents are included, at no cost to the CDC, as we consider this an important part of our service in the closing of the loan.

Mr. Cook has closed thousands of SBA loans and hundreds of conventional loans over a period of 40+ years. In 2005 he received an award from the Houston District Office for “Outstanding Legal Service to the SBA 504 Program”. He was selected as one of eight attorneys in the nation to attend a meeting with the SBA in Arlington, Virginia, to begin planning the expedited loan closing procedure. He is the author of several publications widely used in the industry and is a frequent speaker on the topic of closing SBA loans. In 2007, he presented a web cast to the State Bar of Texas on the topic of closing SBA loans. He is Board Certified in Commercial Real Estate Law by the Texas Board of Legal Specialization and is a Designated 504 Closing Attorney. He is a member of the College of the State Bar of Texas, and the Real Estate, Probate, and Trust Law Section of the State Bar of Texas. He graduated in 1980 from the University of Houston Law Center with a Doctor of Jurisprudence degree, and in 1975 from Trinity University, San Antonio, Texas, with a B.A. Degree.
Bill and his wife Liza are members of St. Martin de Porres Catholic Church in Dripping Springs, Texas, where Bill plays guitar, Liza plays bass, and they both sing in the 5:00 Vigil Mass. Bill and Liza have recorded a CD of original Christian music currently available on iTunes, searchable under the name “Bill & Liza”.

Kelly Hedgepeth has 9 years of experience with the firm and has worked on hundreds of SBA loan closings. She attended Baylor Law School on a full scholarship, graduating in 2012 with a Juris Doctor degree. She received a B.A., summa cum laude, from St. Edwards University in 2009, where she graduated first in her major. She was a member of the Alpha Chi Honors Society, PsiChi Psychology Honors Society, and the Sigma Alpha Pi Fraternity. She is highly organized with meticulous attention to detail. She has an exceptional work ethic, and goes above and beyond on everything undertaken, thoroughly and with scrupulous precision.

Liza started working with Mr. Cook in 1996 after a 15-year career as an occupational therapist. It was quite a change. However, she brought many skills to the firm, designing and implementing systems to free up attorney time allowing the firm to increase the number of closings it could handle simultaneously. She oversees communication, scheduling, data storage, and submission of loan packages for SBA review and funding approval. She brings a friendly helpfulness to all she works with. Many borrowers call her years after their closing for assistance because they remember her willingness to help them.
